    When I read the mse info it says 'if you have it' you are most likely to be able to claim.

    1 - you didnt have to have it. You chose to buy it.
    2 - The MSE articles says "most likely". That means not in all cases (such in the mid 90s when you bought mortgages on a cross-subsidy rate if you took out PPI).
