Why do people always ask this about IPC members, and seem to have forgotten the advice already given? There is NO NEXT STEP, there never was, nothing has changed:An IPC outfit. Send the template then ignore the inevitable debt collectors letters. If they send a Letter Before Claim or genuine court papers come back for further advice.
You really need to complain to your MP.
By all means come back at court claim stage which is the only stage anyone needs additional help with an IPC firm.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Complain to the landowner outlining the events without identifying the driver. Insist that they cancel the charge. This is very definitely worth doing.
Did Starbucks tell you who the landowner is? They must know and should tell you. If those who were in the car and / or your friend are regular patrons, emphasise that.0 -
I have contacted them to request details of the land owner. I know the franchisee is The Magic Bean company, who own franchises throughout the area, however I am not sure if they own the land or simply lease it.0

I have however noticed a contradiction in the response to my appeal from NPE Ltd. They state 'Parking at the site is reserved for customers whilst using Starbucks only as stated in the terms and conditions located directly next to the vehicle.' They then state later on 'No attempt to read these signs were made. Therefore we are unable to accept your appeal'
My argument is that they state that no attempt was made to read the signs, but if the sign was directly next to the vehicle, could it not be argued that the sign could be read from the vehicle and that the driver spent the time parked there reading the sign and decided then not to park there after consideration? The photographs show the sign is within readable distance from the vehicle.0 -

Try the Magic Bean Company and see what happens. As has been pointed out any attempt to reason with an IPC member becomes a battle of stupid.0
