PCN for non-patron parking for 9 minutes!

The keeper just received a parking charge notice for parking for 9 minutes in a Starbucks Car Park and then leaving.

The driver arrived to meet a friend, then she text to say she wasn't feeling well so they arranged to meet another time and then they left the car park. The driver did not leave the car.

The keeper has contacted Starbucks directly and they have said the land is owned by a landlord who employs National Parking Enforcement Ltd to manage the cameras on the land.

Now they want £60 paid before 14 days or £100 after 14 days.

I have had a quick look through the forums but I can't really see anything that is similar to this. Sorry I'm new to forums.

Is there anyway this can be appealed? It was 9 minutes and the intention was to get a coffee but the drivers plans changed!


I'm sorry if I have posted in the wrong place, and if you know of the right place for me to go I would happily accept the advice and go to the correct thread.

    Start by editing your post to remove information about who parked. Only ever refer to The Driver and The Keeper, who are two different people. One has protection that the other does not.

    Once you have done that, read the sticky thread for NEWBIES then send the appeal template from The Keeper that you will find there.
    Your case is no different to the vast majority we see here every day.

    Please also complain to your MP about this unregulated scam.

    Read their ATA's Code of Practice about grace periods and complain to your MP.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem become so widespread that MPs agreed to enact a Bill to regulate these scammers. Hopefully, this will become law by Easter .
    You never know how far you can go until you go too far.

    Is 9 minutes the given time on the parking charge notice?
    From the Plain Language Commission:

    Yes, the charge says the car entered at 15:51 hrs and left at 16:00 hrs.

    An IPC outfit. Send the template then ignore the inevitable debt collectors letters. If they send a Letter Before Claim or genuine court papers come back for further advice.

    You really need to complain to your MP. There is supposed to be a 10 minute grace period but clearly they ignore this.

    Send the appeal with no additions, deletions or modifications.

    You can try anything you want. As Waamo says, they are IPC members.

    The IPC is a scam set up by the incompetent Gladstones solicitors.
    They protect their members for money ???
    It's a scam cartel.

    Appealed the charge and they have declined the appeal. They are now demanding the payment by the end of this month. What should be done next?
