Does estate pay land registry fee

I am executor of a relative's estate. There is a property which has been inherited by a beneficiary who is not the residual beneficiary. Should the estate pay the fee for registering the change of ownership with the land registry, or should it be paid by the beneficiary?

The estate is already registered, it's just a transfer from the deceased to the beneficiary.0
