What is your local tip like? do they have people inspecting every item of rubbish thrown away?
chances are they are not and you just drive up, and tip the mattress into the relevant container. Mind you, most tips don't allow vans without pre-booking.
Alternatively you can spill a bucket of cheap paint over the blood stains if you were that worried.0 -

Sorry to read about your mother's fall.
Is the landlord definitely the Council or a Housing Association? Does your mother meet their criteria for 'vulnerable resident'? Vulnerable is often a very broad descriptor, and can include a wide variety of physical or mental or social issues not simply older age. If she is classed as 'vulnerable' and the landlord/ Council/ HA are unhelpful you might involve her ward councillors.
Try e-mailing open questions (How can we properly dispose of this? Who should we contact?) rather than telephoning a closed question (yes/ no response). With e-mail they have more time to check with a manager, or a colleague in another section.
Check the guidance on disposing of bulky waste items on your local council's website. Our council has a long list of rules for collecting bulky items such as old furniture or appliances for recycling. Here the rules are a very poor fit for flats, especially upper floors.
Our Council advised we get a private company in for disposing of a sofabed (frame with separate mattress) that they would not collect. You would want a company that routinely deals with higher risk waste, such as asbestos, clearing hoarders or drug addicts properties.
Having said that, the earlier suggestion to remove the mattress cover and dispose of it separately (eg. burn it in your garden) is a good idea.
Smartprice/ Value thin bleach will deal with any areas you cannot shift on the divan base, both remove the tell-tale colour, and the majority of microbes (bacteria/ viruses).

I contacted the actual housing association and they couldn't help either. I found a cleaning and disposal company, they are going to charge £50 to remove and dispose of it. They also mentioned deep cleaning it but I really don't think that will work.0

do you have a car? I recently replaced my old bed and cut the base in half,stuck it in the car, rolled up mattress (difficult) and took it to the dump. Bit of a faff, but this is a moneysaving site.0

Glad you have a solution.£50 sounds quite reasonable.
