Different speeds quoted from different providers

I can only get ADSL where I live. I'm about to pull the trigger and choose my broadband provider but I had one query.
I am getting slightly different speed quotes. Will these make any real world difference and is it likely that they all use the same BT line? I definitely think I should avoid Plusnet as the minimum is so low.
Sky: 4-8.8 Mb/s (2.8 guaranteed)
Plusnet: 3.5-6 Mb/s (0.4 guaranteed)
Talktalk: 3-7 Mb/s (2.9 guaranteed)
BT: doesn't say..

Why not get an unlimited data 4G sim from Three for £20pm? Pop it in a MiFi (or an unsued phone and use as a hotspot) and you may depending on location be getting 50mbps +. A lot faster, for a lot less.0

Would this work the same as 'normal' wifi? If I put it into a router such as a Hiawei HomeFi would it always be on? I already am on a sim only contract with vodafone but find it a pain to keep turning hotspot on and off!0 -
