Part of the problem with digital images is that you can make the EXIF read anything you want.
Someone really good at retouching can make it very difficult to see that anything has been altered. Especially if they had a range of images to choose from to start with. I've seen images that had been altered so that even at "pixel level" they looked "real". You can usually get a feeling that something's not "right" though.
I used to supply photographs to an online photo agency who were extremely fussy about the quality of any retouching incidentally.

I know little about forensic photography, but I'd assume that images in a camera's RAW format would be more acceptable than jpegs or whatever. AFAIK most phone cameras don't save images that way,
