From the Wyre Forest Council's detailed advice on caravans;
"A caravan can only be stationed on land
without the need to obtain planning permission
or a site licence in the following circumstances:
[Part 5 of the General Development Order
- Schedule 1 of 1960 Act]
A caravan may be parked on the drive or in the
garden of a dwelling, provided it is being used
as though it were part of the house (like an
extra bedroom) by members of the immediate
family or by friends occasionally. It cannot be
used as a separate dwelling or hired out (eg. for
holidays)."
It's down to how the word 'occasionally' is interpreted, but obviously there is no intention to allow the sort of longer term use you had in mind.0 -
As others have said, an outbuilding used as living accommodation requires planning permission and depending on the size, building regs.0
