    To who/why?

    If its for a debt then even the self proclaimed "respectable" HCEOs on the sheriffs are coming have a habit of misrepresenting the situation. Such as when a debtor lives with the parents and they threaten to seize all of the parents belongings unless receipts are provided. They end up leaving with nothing - yet its never highlighted or explained. Its because they need to be reasonably certain the goods belong to the debtor.

    I'm all for people paying their debts but sometimes the innocent 3rd party (parents, friend or whatever) ends up paying because of those threats.

    A PCN from a local council. They won't accept the signed, dated v5c as proof I am no longer the keeper. They are threatening me with ever increasing fines if I don't pay by today!

    Won't they accept your letter from the DVLA?

    Ownership is utterly irrelevant in this situation.

    They don't have the right to enforce against the owner of a vehicle, only the driver or keeper (although confusingly, I believe the notice they usually send to the RK is called "notice to owner"). Or is there more to it? ie dvla didn't receive change of keeper?

    Won't they accept your letter from the DVLA?

    I have sent that off with my second letter to them. (No response yet) Initially I hadn't recieved it that from DVLA as the fine was just 2 days after selling the car. I cant see how that will help though as it has no date of sale. Just the date of the letter which is about 10 days after the sale.

    Anyway I don't want to highjack the thread.

    Yes you are right its the keeper that is liable.
