Which PPC issued the ticket and which "body" do you need to appeal to?

You need to be reading post #1 of the NEWBIES FAQ sticky thread.
In there you will find an already written for you blue text template appeal.
Send it unchanged - no additions or alterations needed.
Send it as the keeper.
Now, before doing that you need to urgently edit your opening post.
You need to remove all clues to the driver's identity.
It was the driver who parked. It was the keeper who subsequently received a NtK through the post.
The PPC already knows who the keeper is and you must ensure that there is nothing in you post that allows the PPC to work out who the driver is.
The parking companies trawl this forum just waiting for people to trip themselves up and can try and use your posts against you.0 -
PPCs rarely allow initial appeals, even when they know the PCN is flawed. However, from what you have told us, imo they would be likely to struggle if they took this to court. It looks like a scam, complain to your MP.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem become so widespread that MPs agreed to enact a Bill to regulate these scammers. Hopefully, this will become law by Easter .You never know how far you can go until you go too far.0 -
