The vehicle is leased & They ARVAL UK, are named on the V5 log book as I do not possess that , but I am named as the registered keeper ( Ive checked this)

    wrong , wrong , wrong

if ARVAL are named on the logbook (V5C) and not your own name , then you are NOT the registered keeper

you are the keeper , as a lessee , somebody who has leased the vehicle, or as hirer if you hired it , so you havent checked this at all

at no time is your name listed as RK because it is not your vehicle , hence all this FLEET MANAGER business , because ARVAL are named on the V5C , then THEY are the RK

and as mentioned above , Solution Labs are IPC AOS members listed under S, so no chance of any POPLA code, never was and never will be, you are at post #4 of the NEWBIES thread, the IGNORE mode for the debt colelctors stage, any appeal would have resulted in a refusal even at the time this happened, its a routine they go through, most appeals are turned down or refused, there is no profit in acceptance

Yes but the last thing he/she wants is for the PPC to send letters to ARVAL who are notorious for just paying, then charging the hirer/lessee a stupid amount.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

agreed, so the OP can send an edna basher type of appeal as lessee/hirer to the PPC and to UCS etc and keep copies and if by post get a free certificate of posting, then they get the refusals back in writing

and they can tell ARVAL to name them as lessee/hirer in order to get ARVAL out of the loop, because they dont want ARVAL to be contacted and pay it, they want ARVAL to name the lessee/hirer/keeper and bow out now that POFA is nearly 6.5 years old, so ARVAL should know about it and follow it

and the OP should remove any hint of who was driving in post #1 and their subsequent posts, it was the DRIVER that parked it on the day and its the lessee that has received these letters, inferring that ARVAL have named the lessee and their address to Solution Labs

ie:- the OP needs to do what is possible, not ask for the impossible , plus they should learn about the underhanded game being played that they have been nominated to play in

I have emailed DVLA to ask for a Data Access Report.
What is an "edna type basher Appeal" ?
