PCN + Debt Collectors will not allow me to appeal or issue a 10-digit verification number

Having read a LOT of this threads content, I cannot see my circumstances to take advice . . .
- Parked outside GREGGS in a Commercial area ( Not a car park) for 2mins+18secs & was apparently caught by an ANPR rather than a "parking windscreen sticker) so I never knew anything about it & I never recall receiving any letter of parking notice in the post either.
- 6months later I received a £170- Debt collection letter from UCS, which I then contacted to ask for the ANPR evidence & subsequently saw someone had parked for 2mins+18secs & the wide-open space is not a `car park` but operated by PCN on behalf of the landowner (some massive Commercial factory surrounded by barriers & barbed wire)
- PCS will not let me submit an appeal to them,nor give me a rejection letter with a 10 digit code
- UCS will not let me submit an appeal nor give me a rejection letter with a 10 digit code
- Therefore I cannot submit an appeal to POPLA
- Whilst I havent received a pre-court proceedings letter yet . . . . I want to at least appeal ?
NB : There were some signs attached to temporary fencing but obscured by wild & overgrown Budlea, which I have my own photographic evidence of this being obscured & not clear.
NB : The exact spot the car was photographed as having parked, has now erected another sign on a pole which proves that they have subsequently erected more signs after the offence.
PLEASE can you help direct me to the best course of action . . . Thank You so much . . ??

If you're at the debt collector stage they will argue that you have passed the time for appeal.
Before more advice, can you tell us the full name of the parking company please?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Read the NEWBIES thread, and see what it says about debt colelctors.
You could simply write a letter of appeal to them
State this was the first you have hear dof this, and of course as they have failed to serve a NtK on you within 14 days, you AS KEEPER have no liability in this matter
BUt the only way to do this is for them not to know who drove

Have you moved address during the time you have had the vehicle involved?
Find out from the DVLA who exactly accessed your data.
You should email them and ask which organisation (and for what reason) accessed the registered keeper's data from them between a range of dates which includes the date of the parking incident. You need to provide the registered keeper's full name and address, the address on the V5C logbook and the Vehicle Registration Mark of the vehicle involved in the parking incident.

I have read that thread thank you.
-I have neither given them my real name, nor an email address with my real name in it, nor have I said who was driving the car when it was parked.
-They have my home address, & have said they know my real name, but I have denied to confirm.
-The car is a lease car & is being returned in 3 weeks after my 3 yr lease expires
1) Are you suggesting I should write to the DVLA for a Data access request anyway ? or just to read that post ?
2) Are you suggesting I write to UCS for the NTK, which they gave me in November rather than PCN sending it to me originally in June ?

I am so SORRY . . . . . .but I received a Solicitors letter 31/12/2018 from CSB Solicitors in London
Addressed to "Fleet Department" . .. They stated :
" We have been instructed to prepare for possible legal proceedings in respect of this outstanding PCN. Payment should be made in 14 days to avoid legal action from being instigated against you. You can make payment to UCS by email or phone.
Alternatively you can put your proposals in respect of this debt in writing to our address.
If a claim is issued, & a judgement is registered against you, this could seriously affect your ability to obtain credit in the future."
I have had no further corerspondence of any kind from anyone about this matter.
Surely CSB solicitors will not listen to an appeal either ?0 -
Are any letters actually going to the Fleet Dept of the lease firm?
Or did that letter come to you even though you are an individual?
Who is named on the V5C log book? Who is the 'registered keeper' (don't guess). If it's not you, how did they get your data?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

- Correspondence is addressed to me by PCN, UCS & CSB Solicitors as "Fleet Dept" at my address
- However UCS have now put my name above Fleet Dept - I do not know how they have assumed my name.

Wait for a LBC and then use the PAP for Debt Claims to show them your evidence of the sign covered by Buddleia and citing grace periods and predatory ticketing (you said their photos show two minutes parking only!).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
