HMRC have been known to sit outside takeaways (which are predominantly cash businesses) to suss out the volume of trade. They also look at the amount of say food containers are bought & then compare that to the amount of declared sales. If the two don't match up then they will assume that there's dodgy dealings going on.

Why do you need a detailed invoice, are you intending to claim the VAT back? If all you want to do is check whether he's VAT registered, all you need is the VAT number. Try this:

Put his details in there, that should tell you whether he's VAT registered or not.
But really this is completely irrelevant! He offered you two prices, one for cash, and one for an invoice. I presume the invoice doesn't say "including VAT", so he's just charged you extra for the invoice. Maybe having cash would be more useful, he would save on banking fees or perhaps he just needed some running money in a hurry. Whatever the reason, it doesn't really matter. You agreed to pay the higher price if he invoiced you.
