I'd like a quick bit of advice if possible.
I was at the above services for 2 hours and 18 minutes where there is 2 hour free parking. I received a PCN from Parkingeye which I appealed following the newbies thread advice. This has been rejected, as expected, so I'm now looking to take it to POPLA. Would I be right in arguing that the extra 18 minutes are within the grace period?

Stop thinking POPLA appeal (that can wait for 30 days).
WB sites all have webpages with an email for the facility Manager, who can
cancel these PCNs in minutes if they are so minded.
TELL US FIRST, WHAT THIS WB SAYS ABOUT YOUR COMPLAINT.
If not, then look at the site on Google Street View and consider whether the 18 minutes was simply the time taken to get petrol/inflate the tyre or get air or water (or COULD HAVE BEEN....POPLA DO NOT KNOW...).
You are entitled to 2 hours PARKING in a MSA car park, at least, as set by Government. This would not include time not parked, e.g. in the petrol station area dealing with the car and fuel, etc.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Sorry to ask a question that’s more than likely been answered before but I’m struggling to work my way through the threads as it is.
Do we wait the 30 days before sending the POPLA appeal?
Also I ripped up my letter after the initial appeal, so I don’t know if I have a ‘golden ticket’ can I ask them to send it again?

you can email a SAR to the PE DPO for copies of all data including the NTK
popla codes last around 32 days or less, so day 30 is fine to upload a pdf popla appeal , choosing OTHER0 -
