Do you have a copy of the PCN to post? Does the PCN comes from "AS Parking trading as Alliance"?
I don't think he can use one company to issue a PCN then another to process it, even if he owns both, as both are registered as separate companies, but I'm not clued up enough on the subject.0 -

When I asked the DVLA about my ticket, they told me the request came from "ATHENS SECURITY SERVICES LIMITED" who trade as AS Parking.0

With a windscreen ticket they cannot apply to the DVLA for RK data until day 28, then they have until day 56 to issue a NtK. So no point in contacting the DVLA until a NtK is received.
I knew I'd seen something previously about this lot. Do read this @OP, and learn from it. Seems they have access to the DVLA - but via which channel might be interesting.

Alliance Parking are both dormant
ill email data protection and update on legality of dormant companies still trading using another to obtain information
