a friend had a pcn ticket on screen from this commpany alliance parking ltd
they are not on ipc or bpa as registered company
but they have sister company AS parking on ipc site
ticket issued by alliance
what would you learned people advise in this case

I was wondering when "Alliance Parking" was going to make an appearance - which car park was it, and what was the reason given for issuing the PCN in the first place?
I had a PCN from AS Parking nearly three years ago, and it's never gone further than the "debt collection letter" stage, so I wouldn't worry, as I don't think AS Parking are very litigious.
Do follow Umkomass points though, and tell your friend to keep everything they receive in the post, and do NOT tell Alliance Parking who the driver was.
Even though "Alliance Parking" and AS Parking are essentially the same company, it is possible the owner (Kevin Andrew McManus) might be looking to re-brand to "Alliance Parking" (and kill off the AS Parking brand), and that might mean he's looking to up his game in terms of taking court action, so don't ignore it, but read the Newbies post, and above all else, NEVER ignore a "county court claim letter", as ignoring this might result in a default judgement against your friend.0 -

car park was full only one disabled bay full also so friend stopped on yellow line no obstruction
blue badge placed in screen
only one disabled area available in carpark of about 25 below goverment guidelines
so it is a string to my friends bow

With the new data protection there is concerns the the DVLA could be in breach by giving your details to private parking companies. You can ask to opt out. Below is a template with email address which if everyone sent to the DVLA may force them to stop this practise.

I understand from reading the privacy notice provided by DVLA here:]
That DVLA will release my personal details to private and public-sector organisations providing they can demonstrate reasonable cause to receive it. It is also my understanding that this information is released electronically and automatically without human intervention using the Keeper at Date of Event (KADOE) system.
This arrangement falls under the scope of Article 22 of the GDPR, which has rules to protect individuals where a solely automated decision-making has legal or similarly significant effects on them.
My concern is that this automated process does not:
Check that reasonable cause exists.
Check that the KADOE System user has met their contractual requirement with DVLA, which includes:
That information from the records are used for the reason that was given.
Evidence exists that an unauthorised parking incident occurred.
There is an Agreement with the landowner to authorise the private parking operator to operate the parking scheme on their land and to take legal action to recover a charge on their behalf.
As such I would like the DVLA records containing my personal details as registered keeper of vehicles:

To be marked as frozen so that all future decision-making involves human intervention and that -where the request is not from the Police or a Local Authority - I am always contacted by the DVLA in advance, so that as the data subject with rights as set out in the GDPR, I can express my point of view, obtain an explanation of the decision to share data and, if applicable, challenge it.

the reason I suggested contacting the DVLA , is to catch the bloke out when he uses another name to get info , he will then pass it to a non ATA member0 -

Which store(s) was your friend shopping in? It might help to go back and complain to them that a customer has received a parking charge - was it a free "customer only" car park, or is it pay and display?
As twhitehousescat said, get your friend to email the DVLA (SubjectAccess.Requests@dvla.gov.uk) with the car reg to ask who accessed the details and what reasons they gave for accessing them. If Alliance Parking are trying to use AS Parking to issue tickets then you should find this out quickly.0 -
i thought that as if he applys with another company other than alliance he will commit offence under data protection act just wondering if being director of both companies would be a defence
i cant see it though
both companies definately the same as email address is the same and both websites just diffent colour templates
i will delve into companies house to confirm unless someone already knows0
