    What happens when you try to update iOS -is it possibly a lack storage on your i pad -it could be simply a case of removing one or two apps or music or videos to free up storage.
    Though 12.2 beta's are latest from which Nationwide app isn't yet working with.

    An iPad 2 (for instance) will absolutely not download recent versions of iOS at all. It's not a storage issue.

    No it's later iPad's as mentioned I'm running betas including iOS 12.
    The OP hasn't yet mentioned why the iPad isn't updating from 10.3p
