Storage heater fault - help!

I have had 6 electricians from Dimplex visit and still no repair works.
Heat only comes on at top of storage heater - Creda - 8 years old
2nd Electrician jigged the thermostat about and the heater came on next day for one night only full blast.
3rd electrician installed new thermostat. Heater came on full blast for one night only.
Thermostat cut was installed at top right of heater - didn't come on at all that night. Electrician said he had lowered temperature on thermostat in case it was getting too hot but warned it might not come on warm enough. But didn't come on at all.
4th Electrician took a look, he tested on separate power supply and said it was coming on fine. Must be the 20 amp switch ie an external fault. That night however the heater came on - for the first time it has been coming on every day but it is the same problem I had before electricians came - only the top heats up - it is the same heater in the hall which works fine - model isCreda SFH24AW - (it's the 2.5 or 3 kw heater with dual fan function for when extra heat needed.) So grateful for any help. It cost a lot to get the electricians from Dimplex but still not fixed. If it's an external fault fine but loathe to pay for another electrician if that isn't the problem.
