Nothing to do with the fee. It was the word 'fine' you were quoting as being said to you by DRP. No debt collector, nor parking company, can 'fine' you. Absolutely never.

Yes, and my brain is utter mush. I have finals in a week and a half and already stressed as it is so I apologize if I had not read the letter correctly or described it properly. Just a bit overwhelmed at the moment but I appreciate your help and guidance.0

your problem is that you lump any of these demands for payment as "fines" in your head, even though its a legal word with no relevance
you need to learn to call a spade a spade, not a digging tool or a spoon or anything else , that is the point here
you received a Parking Charge Notice (PCN for short) in the post, addressed to the Keeper , so it was a Notice To Keeper (NTK for short) , a demand for money which in english is called an INVOICE , same as you might get from ebay for a book you have ordered , demanding payment
there are various legal words , like penalty (speeding for example) , fine (not updating your driving license or V5C or not paying your "road tax") , Invoice - payment for a service , like private parking , Parking Charge Notice , plus probably others too
if we asked you what beer you were drinking down the pub , you wouldnt say liquid , or "sherbert" (slang around here for a pint), you might say lager , or bitter , or mild , or pale ale
as they used to say on CATCHPHRASE , "say what you see" , if its a pcn , say so, because in legal terms , it matters

That makes a lot of sense RedX thank you so much for your help. I do need to familiarize myself with the terminology and how these letters/notices are written and keep a keen eye out for detail. I just believe due to my stressful situation I assumed the worst but in the future will try and think with a level head. Cheers for the explanation.0
