Meter tampering advice

I am a landlord and found out the previous tenants tampered with the meters. The electric one was outside so the engineer fixed it immediately. The gas is inside and ovo say I have to wait 40 days or an unknown time for them to investigate. The meter is still inside so what investigating can be done? I really need it replacing to get the heating back on and a new tenant in. Ovo say gas isn't essential so that's why there's no rush. Can anyone advise me on what's really happening and how to get it sorted. I says my husband is staying there and it's freezing and they said tell him not to stay then?
