    Dunno tho.

    No, you only get a refund of complete months, so the seller wouldn't get anything back for the (part) month when the vehicle was sold.

    It already is pro-rata. Its an annual rate thats chargeable - thats why you pay more if you pay dont pay it upfront.

    But you'll likely find its because they didn't want to end up with a situation where it costs them £5 to issue a refund for 43p.
