Is the strategy simply to ignore this NTK, and complain to BPA and UKPC about the non response to the original dispute raised, with a view to extracting a POPLA code?

"UK Parking Control Ltd do not know the name and address of the driver. We therefore invite you, the Registered keeper, to pay the Parking Charge or provide us with the name and current address of the driver so that we may write to them and request payment; and you should also pass this notice to the driver"
"If, after a period of 42 days, (beginning with the day after this Notice is given), the amount requested in this Notice has not been paid in full (or we have not been informed of the driver's name and current address) the charge will be passed to our debt recovery team, and further charge of £60 incurred".
As UKPC says, "they don't know the name of the driver" ?
JUST SCAM WORDING BY UKPC .....
Their debt collector is often DRP who don't charge UKPC if they fail to collect so the £60 is more scam rubbish from UKPC0 -
As above, the keeper has already appealed but has not been provided with a cancellation, or rejection with PoPLA code.

RESULT! Letter today from UKPC saying that they are cancelling the charge as a 'gesture of goodwill'! Of course - nothing to do with the fact that they failed POFA so could not transfer liability to keeper and they breached the BPA code of practice by not issuing a POPLA code within 35 days of the initial appeal....
Many Thanks to the advice on this forum and the dedicated posters who maintain it. Couldn't have done it without your much valued help. My advice to anyone in a similar position is to follow the advice on this forum very carefully and don't let these companies bully you - the discount to £60 for paying within 14 days is a very powerful influence and I came very close to falling for it. So glad I stood my ground now. For the record - this is what happened:
Day 1: Windscreen PCN issued by UKPC
Day 25: Keeper submitted Template Blue appeal submitted to UKPC and acknowledged by UKPC on the same day
Day 54: UKPC applied to DVLA for registered keeper's details (known after keeper requested this info from DVLA)
Day 57: UKPC issued 'non-POFA' NTK, fishing for drivers details.
Day 60: Keeper received 'non-POFA' NTK
Day 65: Keeper sent e-mail to DVLA requesting details of when UKPC had applied for keeper's details from DVLA
Day 67: Keeper complained to Steve Clark of BPA about breach in BPA Code of Practice (No response to initial appeal and no POPLA code within 35 days of initial appeal on day 25). Passed on to Emma-Louise Ford of BPA following Steve's out of office being received
Day 68: Keeper received letter from DVLA informing them that UKPC had applied for keeper's details on Day 54
Day 69: Keeper complained to DVLA about UKPC breaching BPA Code of Practice and therefore KADOE contract with DVLA
Day 71: Keeper received letter from UKPC cancelling the charge (dated Day 68)
