If it is a Tesco Hudl there is a known problem with Factory Reset not connecting with router to allow new set up. Tesco techies are working on a solution maybe try in a couple of weeks.0

The Hudl never got beyond Jelly Bean I believe (version 4.x), this one is on Marshmallow (Version 6.x).0
