My estate was built 30 years ago, and as part of the original planning application has has all permitted development rights removed. A lot of new build areas developed within the last 30 or so years would have the same.0

What are you talking about? That's a cut off date for establishing what 'the original house' is. The judgement is based on the house as it stood in 1948 or it's original form if built later. Any house, even ones built yesterday have permitted development rights as long as they aren't expressly removed - where the house is listed or in a conservation area as examples.
You and I have had dozens of exchanges about loft conversions, but nothing seems to stick.Everything that is supposed to be in heaven is already here on earth.

ukjoel posted about having just had a loft conversion done with a double dormer pretty much full length, 3 double rooms plus a bathroom; without planning permission. I was just surprised that one so big with dormer windows did not need planning consent. Although he used the wording, before planning was needed.0 -
Thanks again for more opinions!
Waiting for appts from loft specialists only general builder so far, ukjoel thanks for that input.
Have read the gov.uk guidelines on permitted development so all covered on that, but good to re read!
Hoping future quotes prove more affordable0 -

Pedant alert - it's could have, not could of.0 -
