Proposed balcony looking into our kitchen window?

We live in an end terraced town house.
My neighbour is considering putting a balcony on the side of her house facing the side of our house.
This balcony would be on the floor that has our living room and kitchen so the balcony would be facing our kitchen which has a juliet balcony with frosted glass.
There is perhaps 3 - 4 metres between the houses.
What would planning have to say? We would rather the Officials ruled it out than us as we do get on very well with our neighbours.
