Proposed balcony looking into our kitchen window?

We live in an end terraced town house. Our neighbour would like to build a balcony at the side of their house, which faces the side of our house. This would be the middle floor and would be facing our kitchen which has a juliet balcony (with frosted glass) The distance between the houses is perhaps 3 - 4 metres. Access is needed between the houses for not just our houses but our neighbours bins. What would be the 'official' view of this? We get on very well with our neighbours and would rather the Officials said No, than us!!

You can call the planning department and ask them.
Has your neighbour applied for permission?
Our local authority isn't keen on balconies at all and would be asking for them to be at least 10 metres from the boundary.
I agree it's better to let the LA say no to something if you know that it would be refused.Everything that is supposed to be in heaven is already here on earth.

It's very unlikely they would approve a balcony so close to a neighbour that is overlooked.
