CH4+1 and TV license

Does anyone know if Ch4+1 or other +1 channels via freeview would be classed as a live TV station? My guess is that they are, but wanting to check before I cancel my license.
For years I didn't watch TV and now rarely do, but I do enjoy channel 4 news - so wanting to clarify before I make the leap back into almost tv-free land!
I think the news is available on All 4 sometimes after screening.
