One Fibre Broadband Provider - New Build

Hi all,
Does anyone know if there are any rules that state what Broadband (Fibre) must/should be provided on new build estates?
Can they just provide one ISP that the developers happen to own and not allow access for anyone else?
The ISP they are providing is incredibly expensive compared to others but seem to be suggesting that other providers wont be allowed on the development. Virgin only have access to the first 20 or so houses on the development.
It just seems to me that allowing only one provider creates a non-competitive monopoly. I did ask by the way when we first signed up for the property and we were told two providers would be available but now as we are nearing completion we are being told the opposite.
Any help would be greatly appreciated.

You are at liberty to sign up to such mobile broadband as you wish. No monopoly: Frequently faster than over physical connections.

Developer is Persimmon and the Provider is Fibre Nest.
Best mobile deal I've found is EE at a pitiful 10Mb for £21 per month. :-(0 -
We're on a Persimmon plot as is my brother in law and he has BT, which we are also going to be going withJuly Total - £9,120.950

Tried BT, No Addresses shown for the postcode.
And some houses have been released to Virgin already... Just not mine :-(0 -
As long as standard cabling is installed you should be abke to use anyone’s. The issue would be if virgin had put it in as they don’t share!0

Fibrenest is FTTP so you are limited in the choice of ISPs to start with. And that will explain the high price.0

10mb on fttp is much faster then 60mb on a standard fibre connection for example0

What you say makes no sense at all
You may mean FTTC and you may be talking about latency and or upload but I can assure
you that an untraffic shaped 60Mb FTTC will download big files in a much shorter time than any 10Mb connection ever could
Anything different would break the laws of physics
Perhaps you could qualify further what you actually mean
