yes, but just say in theory the HA have agreed a lease extension , and are sending RICS to put a value on this.. will they at all look at what we pay them monthly on the unowned equity? or can that not be included?

No the rent you pay on the part you do not own should not form part of the calculation, only the ground rent (if any) you pay on the %age you do own.
