    good question.

I am just trying to follow the ebay system.

The seller want me to return it. I'm happy to return it.
Ebay wants the tracking number to see I have returned it.

Do they insist on tracking numbers or just proof of delivery

Couple of years ago i had to return a heavy item that i collected from local seller coc......got a mate with a van to deliver it with a printed delivery note with date/time/name/item/weight etc...signed by both
Delivery note was scanned and sent to ebay as proof

For a return buyer only has to show the item was sent and delivery refused to get a refund. There is no need to prove delivery.

I'm not so sure. Ebay email says
Be sure to provide those details by xx Feb 2019. You'll receive a refund once tracking shows the item has been delivered. If we don’t hear back from you, we will close this request.

I`d ring Ebay tomorrow and get a postage label and explain the problem with the weight. Much better to get a prepaid label than do it yourself.
