I would fight this in court, as you paid for a service their signage failure caused the unfair charge. It is their burden to clearly sign such car parks and especially if you called them and were told to take a ticket and given the impression you could park.
BTW I do know who Brown Trout is, and they do not work for a PPC.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Little update for you all;
They offered to reduce the amount by 50% to £592. We attempted to have them agree to a payment plan to clear the balance. They've rejected that payment plan and will only accept two monthly instalments of £296 - which we are in turn appealing as we simply don't have that money available.
Key detail here - they're threatening to issue a PCN for the full £1185 if we refuse to make payment.
I had also requested all data, emails, telephone conversations, customer service records, CCTV footage etc. related to the case under Data Protection Act 2018 GDPR Subject Access Request. In their latest email they claimed that only the Police or a Solicitor can make a request for CCTV footage. They ignored the request for all the other data.
Suffice to say, I'm in the process of pointing out their obligations under GDPR so we will see how that turns out.0 -
Good to hear you are on this. Don't give up. As coupon mad says take this to a court claim if needed. Again I will happily assist you with that and at a hearing if you happen to be in the West Midlands kind of area.0

This is Birmingham Airport and surely is not 'relevant land'.
They probably aren't authorised to accept a "payment plan".0 -

It's not a PCN this is just an invoice for the normal cost of parking in that particular car park. There is no penalty element or fake legal fees added.0 -

Surely if they weren't relying on their usual threatening tactics they would have used the term invoice not PCN!0 -
Or the op is thinking any invoice from a parking company is a pcn, and conflating terms0
