Using Foreign Currency in UK

Having returned from Turkey with some Turkish Lira I wish to change it to US Dollars. However I am told that I need to convert to GB Pounds and then convert again to US Dollars which will mean paying for 2 currency exchanges. Can this be legally done in the UK with only 1 currency exchange charge?

If you can find a US bank office or Turkish bank office they will probably do the exchange direct. There are such offices in London, if not elsewhere.0
