UFH manifold will have flow adjustment and maybe flow meter on each circuit.

Check the actuator for the Lounge actually opens/closes on the demand from the lounge thermostat and that flow rate is high(er) than other UFH rooms that do get to temperature.

It may be a stuck actuator? It may just need re-balancing to push more through the lounge circuit(s) than the other UFH rooms. It may need the mixer valve temperature adjusting to input more heat to the floors generally?

UFH - not all its cracked up to be IMHO... (having lived with it for two and a bit years).

I dont know how your system is configured but I'm guessing that you'll have a mixing valve that reduces the u/f flow temperatures compared with the radiator temperatures.
Some u/f systems have their own pump which is usually controlled by a separate thermostat

Have you got two thermostats, one upstairs and one down. Is there a diverter valve to allow zone operation. What are your flow temperatures (boiler temp, u/f temp and radiator temp).

You may need to increase the flow temp through the u/f system although be carefule that you dont have it too high especially if you've got laminate, wood or engineered floors.

Ideally you should have low tog carpets and underlay over heated floors otherwise you are effectively insulating over the top of it.

Another problem with u/f heating is that covering it with heaps of furniture will also reduce the output into the rooms
Never under estimate the power of stupid people in large numbers
