Have you presented them with the vat receipt and requested the vat to be reimbursed?
If not, then do so.
If you have and they have still closed the file then the route to go down is a complaint in line with their complaints procedure
If you are not happy with the reply or they ignore you for 8 weeks you can escalate to the FOS for their adjudication at no cost to you0 -

They offered I said not happy with the amount. I provided them with a quote which was more. They said sorry we're not paying the vat its less than our price so sorry we're paying you less now (without the vat).
So its not an invoice yet.0 -

This alters the scenario, and the previous advice! (Your OP says they offered you the full amount minus the VAT)
When you had that conversation then why didn't you just let them do the job??0 -
To clarify this came from the loss adjusters. Useless they were.
Its not all been sorted via the insurer who have been great. They've offered me a decent cash settlement and I've accepted.
They are saying they'll wait two weeks and wait to see the VAT invoices.
Am I obliged here? Or are they just being helpful with this and will pay the VAT?
Im not trying pull anything but I was considering doing some of the work myself maybe or doing some of the work in a few months time instead.0 -

To clarify, I disagreed with loss adjusters so provided a quote for approx what I currently have. Insurers agrees and have now paid out a cash settlement which I am happy with. Its in my bank account.
They've said they will be in touch to get VAT receipts when I get the work done.
I know most will assume I'm planning to pocket the money but I'm not. I would prefer to repair the ceiling differently than as specified on the statement of works, and the floor as well maybe.
I just want to know if insurer does want me to prove I've spent to money I've been given properly, or whether they don't really care and are just being nice and saying I can have the VAT (which costs them nothing!)0 -

What is your employer's interest in this?
Are you an employee of the insurer?

You seem to be struggling with the VAT part - how will it cost them nothing?
They won’t be able to claim it back, so that’s just nonsense.
Their position seems fair enough - if you’re not providing a VAT invoice, they won’t pay the full amount. Simple enough really
