Suggestion:
Could you change your name via deed pole? Then you can get ID in your new name and claim your £200.
(Might cost you more than £200 in time and effort.)

Just to clarify the 180 day comment. 180 days is the length of time that a buyer can raise a dispute and so PayPal, knowing they have an account opened in a false name, need to hold the funds until they are sure no one is going to raise a claim.
Usually the funds would not be held longer than a couple of weeks while identity was confirmed (this is standard) but as you cannot prove your identity is the same as the account there is nothing that can be done.
One word of warning, do not be tempted to sign up for another PayPal account until you sort out this current mess. Another account would end up being linked and will also end up, at some point, with the funds held. Ok fair enough. But they have not said that they are "investigating anything". They have said that they have closed the account and will hold funds for 180 days.
I could understand if they are investigating. I could help them with their investigation by providing any documentation they require.
They do not appear to be providing that opportunity. Surely that cant be lawful?
It’s my understanding that under money laundering rules they can get in trouble for telling you that’s why you are being investigated. I signed up to paypal.
To hide my identity online, I used a nickname. I did not see anything on the sign up page to inform me that this was wrong.
Was this a new paypal account?
If so, did you use a nickname rather than you real name in order to try to hide the fact that you had legal problems with Paypal about 10 years ago when they were trying to reclaim money from you?

That makes this a thread worth bookmarking.
