Update - found this interesting, thought a couple people here might also. Not sure if it is standard practice as am not experienced with these issues.
So following my email to Steve Clark on 20th March (and no further direct contact with UKPC) my ticket was cancelled by UKPC on 25th March. Almost as if they had cancelled it immediately that day and then allow a couple days for post?
Anyway, I heard nothing at all back from Steve or his colleague who was looking in to it.
Today I get the following email:
''Thank you for your patience while I contacted UKPC Limited for further information.
UKPC Limited has responded to advise that the Parking Charge Notice was not issued utilising Schedule 4 of the Protection of Freedoms Act 2012 (POFA 2012). Our Code of Practice states that operators may issue a Notice to Keeper up to 7 months after the alleged contravention when POFA 2012 is not being used and so in this case, there has been no breach of the Code – the relevant clause says: “21.8 While we have an expectation that operators will seek to use the POFA legislation, it is appreciated that there will be occasions where this might not be possible. If a nonPOFA Notice to Keeper is being issued it must be sent out as soon as possible and no later than 7 months after the original parking event.”
In regard to your appeal, UKPC Limited advise that this was responded to and that the charge was subsequently cancelled.
In conclusion, as I have not identified a breach of our Code of Practice, I have closed this investigation.

Making it appear that UKPC had cancelled the ticket on their own (which i find incredibly unlikely) as I hadn't really had any correspondence with them and the last I'd heard they were threatening to pass the matter on to debt collectors. Is this the BPA + UKPC's way of sweeping the incident under the carpet so their records don't show the BPA had to step in and yank the leash of one of their members?
I'd forgotten about the matter as the ticket had been cancelled but this seemed odd coming almost 3 weeks after the cancellation.
Wonder if I could/should do anything else mainly to be as awkward as possible to the lovely people over at UKPC.

These dopy muppets do anything to scrape the barrel with their scam charges, and have been caught out numerous time lying, this farce is no surprise.
It is no surprise that the closed club that The BPA is, supports them in every way they can unless they are really backed up against the wall.
Not much you can really do, apart from highlight this to your MP, no one else will bother as you have succeeded in getting the charge cancelled.
Obviously you could put the BPA to right, but that won't get any sanctions and they will consider the matter closed, they don't upset the hand that feeds them!0 -
They have wasted your time, if you have not already done so, waste theirs. Have you complained to your MP. Thes scum have no place in residential car parks.You never know how far you can go until you go too far.0

Probably, just a nod and wink between pals, especially those who pay money to the BPA.
The BPA is well past it's use by date and a dinosaur who should be taken over by government

They're right - they didn't use POFA. It also means they have no legal mechanism to hold the keeper liable for the charge.
