There has been some recent movement on where the liability stands in respect of old store cards. Most noteable on Santander cases. Barclays would be aware of these changes.
However, the OP says they didnt wait for a response but went to the FOS after 8 weeks. Being a pre-regulation sale on a store card PPI, it would be pre-regulation and the FOS only have access to post-regulation cases or where the seller fell under ABI or GISC membership or the banks own stuff because they volunteered back in the 80s to accept complaints on pre-regulation sales.
Nowhere does the OP mention that they have actually sent their complaint to Barclays.
