Avis scam?

After renting a car in France for about a week last year without a hitch, I subsequently received a letter from AVIS informing me I'd allegedly committed a traffic offence in my hire period.
As a result their letter advised they would charge an admin fee amounting to approx £40 (can't recall the exact amount as I type) and that I would receive direct correspondence from the police with the details of the fine etc following on from that.
Sure enough I never received any fine or any further literature from anyone.
It's been over six months.
So my conclusion is, as I suspected on receipt of the Avis letter that this is a bogus claim and a moneymaking scam by them.
And my question is, can I pursue them for repayment of the admin fee that they have pretty much stolen from my account?
Their rental agreement doc states:
Fines and Charges. You must pay for any parking charges or traffic fines incurred during the rental period
related to your use of the vehicle. You must pay our processing fee to cover our time in dealing with these
fines or charges, unless you are able to show that no loss or damage has occurred or if incurred, is significantly lower than the processing fee.
I haven't received anything.
Surely the onus should be on them to prove via documentation that I committed an offence?
Has anyone else had this experience and gone after them for it?
