I'm in a similar position, ie I'm on the Super Saver April 2019 deal and I'm considering going for the Super Saver April 2020 deal. I had an email from them that included this:
So my existing deal does not end for another 90 days. I take it that quote includes changing tariffs using a Cheap Energy Club?
Edit: Just got through to them on the phone after a lengthy wait. The exit fees only apply if you leave Scottish power. Now - shall I change now and pay more for the next 90 days, or shall I gamble and change today in case a better deal doesn't come along. Decisions, decisions.....................

Just looked at CEC deal, same as the one she offered me, kWh rates differ, but outcome still the same, same as So are offering me.
I am fee free.
In Dec they did switch me to a tariff on CEC, no fee, don’t know how, but they can do it, if they want.
Seems they wait till you actually instigate a switch.

No. No penalty because it is another tariff with SP. However, this latest one has "I am interested in having a smart meter" buried in the small print. Think i will leave it for a bit and see what else comes up, especially since my current deal is valid until the end of April and by then I will be using less gas in the warmer weather.

Hi Nicholas, she never mentioned anything about a smart meter.
On the Thursday night, I asked her to e mail the details, said the deal doesn’t come out till next week ?
Didn’t mention it was on CEC also !
Probably didn’t want me to see the smart meter bit, because, it’s on my records, “on no account try to offer me one again.”

I was in the same boat as you, but some how, the girl on the chatline, did switch me to a broker only deal, so might be worth trying to haggle.
I actually got them to change it back, as I was misinformed about the deal.
Anyone with a penalty can switch to sp’s 2 year no penalty ,then switch .
Like you I was tempted to switch too early, lost by doing it, best wait the length of your current deal .0
