Taylor Wimpey Garden not to agreed plans

I was wondering if anyone would be able to help in regards to our rear garden being no-where near to our agreed and signed plans on our new build property.
We moved in in August 2018 and identified beforehand in our pre-demo check that the level in our rear garden was incorrect to the plans. We only bought the plot because the garden was going to be flat, with a slight increase of 2cms between the level on our rear door, to the top of the garden wall. It is the type of property where the only have access from the house into your garden is from the living room and what with having a dog and small child, we wanted to lay artificial grass immediately to save on the mess being brought into the house unnecessarily.
However after raising our concerns and then continually to do so, it is now 6 months on, with nothing being rectified by Taylor Wimpey. There is an actual increase in height of over 1 metre, not the 2cms as we signed for!! Both the landscapers and ground workers are still arguing who will be responsible in rectifying the mistake, and we are still left waiting. We contacted outside agencies to quote to get the work done and the quotes came in at over 8k which we are not prepared to pay for. Is there anyone I can contact to escalate this other than the customs relations officer?
