LBC received from DBC Legal Ltd

Hi, I have a couple of threads live for a couple of claims from northampton courts. i am currently drafting 2 defences and will be submitting soon,



this new thread relates to a letter i received on saturday 26th Jan from a company called DCB Legal Ltd (Civil & Commercial litigation Solicitors)

They claim to act on behalf of DCBL in respect of a debt due under "AN AGREEMENT" between me and NTC Ltd.


(as is written.)
Basis of Claim:"you enter into an agreement with NTC under reference XXXXXX
In accordance with the terms of that agreement and previous correspondence sent to you, there remains a balance outstanding. in light of the supporting evidence, correspondence and invoices, you are liable for the sum."
the amount they are trying to claim is just under £3000



This letter is a surprise as i have had 3 claim forms come through from NCCBC relating to various "so called" parking infringements, (which i will list at the bottom of this Thread) the first was received in SEP 18, a defence was submitted and the case is currently stayed. the next 2 were received beginning of Jan this year, AOS done and defences on there way.



Please can i ask? does anybody on this forum know of this company and advise me why i would receive a new LBC from a totally different company from the last (BW legal) relating to the same tickets which are currently already in the early court claim phase. i beleive they have got there figure of nearly £3000 based on all 3 claims together and wish there crazy amounts of cost added on top.

I do not have the exact ticket details to hand at the moment but beleive these all relate to 16 PCN's recieved from FEB 17 - DEC 17, these were all given in my residential car park, i have checked my tenancy and it makes no mention of a permit to park. i ignored all tickets until the time i received the first court claim, at this point i searched the forum and have filed my defence to fight them.



should i ignore this new letter and continue on to court as i want to, i know i have a strong case(thanks to the excellent advise given here) and want my day in court to watch them lose personally.

    all 3 court claims amount to £2700 so they(DCB Legal Ltd) have also added some more costs

    No this is a new one on me. A worrying development and appears at first glance to be unlawful, if you are certain the PCNs they are after, are the same ones already at court stage!

    Are you certain they are the same PCNs as the 3 grouped together by BW Legal?

    If so, I would be complaining to the SRA about ''DCB Legal Ltd (Civil & Commercial litigation Solicitors)'' who appear to have updated their website TODAY:

    See bottom right under their SRA status, updated today. Odd, unless that just displays today's date that I've never seen on a website like that.

    Maybe that's nothing, as they were incorporated in 2017 under Company number 10633864:

    Sounds unlawful to me. SRA complaint beckons, surely.

    I also say you need to make a formal complaint to the ICO, the DVLA and the IPC about NTC (Norwich Traffic Control Ltd?):

    As they MUST have passed your data to DCB Legal Ltd, despite knowing the charges were already subject to litigation by BW Legal, where three claim forms are already in play for the same matter.

    The NEWBIES thread gives you the complaint email for the DVLA.

    The ICO you can Google and 'report a data concern' and your complaint in both cases (ICO and DVLA) would be a complaint about NTC sharing your data with a legal firm and instructing them to send an exorbitant LBC, despite the fact these charges are already the subject of existing and current litigation.

    Make the same complaint to the IPC, explain what has happened and that the charges are already in the court claim process and thus, NTC have unlawfully passed your data to another legal company to try to extort £2900 for the same (already defended) claims that were totted up already at £2700, and are already within claim numbers xxxxxxxx, xxxxxxxx and xxxxxxxx.

    The SRA complaint would be online as well, specifically this time about DCB Legal Ltd, and how on earth they've allowed this to happen AND how on earth have they arrived at £2900 for cases already being claimed for a significant amount less (including court fees and imaginary add-ons already) and for which you have already filed a defence x 3?

    If ever there was a case against a claimant (NTC) for unreasonable conduct in litigation re parking charges, it must be this one!

    I have read this page thanks, I feel my case ids fairly straight forward in the respect that i have primacy of contract and these crooks are trying all they can to scare me in to paying,


    I havent involved my landlord with this currently as they are a large housing association and although the tenancy does not state i need a permity, i was informed later on by them i need one, i feel this makes it a pointless route to go down,
    I would much rather focus on getting a water tight defence and WS sorted,

    Although there name does appear on the IPC website, below that is a link the the BPA website where there name does not appear. i have just checked there signs in my carpark and the BPA is cleary shown on the bottom of there sign,



    does this mean anything??

    The sign which is the more important is the one contained in a roundel. An oblong one suggests only that the PPC is just a corporate member.

    For your purposes in this case, very definitely NTC is an IPC AOS Operator (and have been since September 2014). Forget the BPA - it's an unnecessary distraction - unless the logo is contained in a roundel on the signage.
