I think the bank might be correct in that most ATM's will use the magnetic strip to recognise the cards.
Why else would it be there now that 99.99% of transactions are done by chip and pin or contactless?

As jonnygee2 says above, ATMs now also use the Chip.

The strip is still there for backwards compatibility and for use overseas in countries which still use it. For instance, most shops in America still swipe cards..
  • The only explanation I can come up with (for what it's worth) is that, perhaps, ATMs start a transaction by reading the magstripe. The Service Code in the magstripe will tell the ATM whether it is a CHIP card or not. If it is a CHIP card (remember not all cards across the world necessarily are - I think) it will then proceed to read the CHIP and the transaction proper will start.

If the magstripe is damaged, that would prevent the ATM from making its determination of the card type and the transaction would fail.

That would also explain why the CHIP still works in POS devices because such devices do not read the magstripe at the outset.

Only guesswork but it might hold the answer.

When I was in the US in 2015, a taxi driver in NYC accepted card payments but used an imprinter!
