I think everyone pretty much feels the same with their replies. My only suggestion is to try and get environmental health involved as the property inside maybe not up to standard

My advice would be to move and select an area more suitable

That's rather different, though - it's a SECURE tenancy, not an AST. If it'd been an AST, he'd just have been issued s21 notice, and so long as the basics were up to date, the tenancy would end.
The point of the case is that the judge held that the tenancy continued....

    Sigh.....

Hello im wondering if anyone can help us out with this one where my mother's been living for past 3 years there's been 5 different lots of people living next door to her in that time it's been hell for my family from drug dealers to alcoholics, needles to Windows being smashed basically just a place where you do not want to live and your kids playing it's beyond reason now and something needs to be done the landlord who owns the place does not care at all who he moves in or what goes on aslongs he's getting money in his pocket the place is a total dumbing ground i live in wales now but i worry for my little sister and my family being around all this up england and its sad :( the landlord is a total disgrace its not the once but 4 out 5 times it's been drug dens for whoever he moves in so I'm asking is there anyway to report this landlord?

Since you are in Wales contacting Rent Smart Wales would seem like the place to start. Find out if the landlord is registered with them, or is using a letting agent with the required licence, this information is publicly available. Then, once you've established that, ask if landlords have a responsibility to ensure their tenants are not causing a nuisance/antisocial behaviour. Scotland has compulsory landlord registration and landlords in Scotland have a legal duty to ensure their tenants don't cause a nuisance to the neighbours, in fact anti-social behaviour is a ground for eviction. Wales might be similar.

Report the property to the local council housing department. It it is a terrible tip in very bad condition they can take action against the landlord.

For drug use call the police.

    For needles call environmental health.

Councils usually take action against landlords of overcrowded houses in bad condition.

May I ask why moving your mother and sister is not an option?

...the landlord has got to take responsibility for all of this...
    Legally, he doesn't.
