CPP Walsgrave hospital Coventry

University Hospital, Coventry(Walsgrave) have recently introduced a new car park payment scheme. Payment machine often reject debit card payments. I paid via debit card which was overseen by a car park attendant. I took my receipt and left. Later I realised the machine had cancelled the transaction. I have tried to make payment using their pay by phone app without success. I believe I am no longer able to pay as their deadline has passed. Their phone system is automated and there seems to be no way to address the problem or pay the parking cost owed. Should I wait for the fine and appeal or is there another route? My payment was also declined today but luckily this was spotted and dealt with.

    In case you need to come back here for further help, edit your post to remove information about who did what/who paid etcetera.

    Only ever refer to The Driver and The Keeper, who are two different people. ;)

    You won't be getting a fine.

    You might get a speculative parking invoice. If that happens, follow the advice in the NEWBIES and appeal using the template in blue you will find there. Also complain to PALS and your MP.

    What is the name of the PPC please. There are several scammers with similar initials.

    If it's CP Plus they are easy to beat but it might not be.

    Car Parking Partnership?

    Unusual one. Take a video on a second phone a few times in the coming days, showing the machine repeatedly rejecting card payments. Keep doing this until you've captured proof of this occurring maybe 3 or 4 times if you can. Certainly more than once.

    Evidence of that 'regularly' happening could win a POPLA appeal.

    It would also be worth sending to Steve Clark at the BPA in a formal complaint about this car park and operator:

  • The company is carparkingpartnership. They suggest paying using paybyphone app, this however only allows to pre pay for parking. The hospitals leaflet also gives a number to text, this responds with sms registration is no longer supported. The car park is an hours drive away but I may well be back over the weekend.

    Take a second phone or a camera in your car from now on. You have over a month to gather evidence that this is a repeated issue, as even if a PCN arrives this week, POPLA wont be in play for you until late February.

    I expect that if you check the small print on the reverse of the PCN you will see that Car Parking Partnership is actually just a trading name of ParkingEye Limited (the CPP name had previously been used by another company in the ParkingEye stable - Liberty Printers (AR & RF Reddin) Ltd).

    We've recently received a ParkingEye PCN for Colchester General Hospital - issued under the Car Parking Partnership brand. The ParkingEye name appears only once - in tiny font at the bottom of the back page of the PCN. I wonder if ParkingEye now plan to use the CPP name as a cloak to allow them to adopt a lower profile at hospital sites.

    The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.

    Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..

    All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.
    You never know how far you can go until you go too far.

    You still haven't edited your post as previously advised.

    The Keeper has protections in law that The Driver does not.
    Scammers read these fora, and have been know to use information from MSE during appeals and even in court.

  • Same hospital but issued PCN by CPP for different reason.
    I parked at the car park and paid at their automatic machine that is connected to the camera which notices the entrance time and then automatically calculates when you arrive and enter the number plate at the machine. Although I was parked for two and half hours, machine only charged for one hour. This was the error with the machine as it calculates the time and there is no way you could change the amount or pay more of less! I appealed that I made the payment and I have bank statement to show I paid £ 2.80 but CPP say that I should have paid £ 4.50 but how could have I paid any different amount? I appealed and it refused. I appealed to POPLA and refused too. POPLA are a joke and they are biased. POPLA refused the appeal saying that I should have called CPP to tell them that I have been charged less. Really? The phone number is not even manned and the only option on that phone is to make a payment. I am ready to go to court as it's not my fault at all. I have two questions:
    1) If the court decides against me (which it wouldnt unless it's in Egypt under Genera Sisi) will I end up paying more?
    2) Can I pursue a case against them for the nuisance and the stress they are causing? Thank you.
