Strange BW Legal email, not received a letter before claim

Hi All,
I received this email from BW Legal earlier today. Could not find a reference to a similar thing in the newbie thread.
I have not had a letter before claim or any communication from BW Legal by post. I only received 2 dcbl letters, the second was saying they were giving up and referring back to Norwich Traffic Control.
Why would BW Legal be asking for my address, number etc??? Shouldn't they have it already from NTC if this is legit?
Was not aware I had an account until now?
What are people's thoughts about the bottom of the email where it says to opt out reply to this email quote the reference [redacted]. It's asking me to send my personal details by replying to this email, but also saying by replying I will receive no further communication from them?
Would very much appreciate some advice. Thank you.

Have you moved home within the last 6 years?
If so, did you inform the DVLA of this move for both driving licence and vehicle V5?
This may be with regard to a PCN received whilst living at a former address.
Is there any reference to a VRN that may be for a vehicle you have or once had?
If there is a PCN number, have you tried looking at the PPC's website to see if there is anything information there?

Have you moved address over the past few years? If so, did you notify the DVLA of your new address - two separate notifications, one for the driver's licence and another one for the V5C (logbook)? Even if you did, if a parking charge was issued at around the time you made the notification, there could have been a delay in the DVLA updating your data, with the PCN being delivered to your former address.
You should email the DVLA and ask which organisations (and for what reason) accessed the registered keeper's data from them between a range of dates around the time of any house move. You need to provide the registered keeper's full name and address, the address on the V5C logbook and the Vehicle Registration Mark of the vehicle involved in the parking incident.

Even though you email your request, the DVLA will respond via Royal Mail.
Much of the above is my presupposition that this is a 'house move' issue - it's a case we see often. But even if there is no house move involved, still send the request to the DVLA, but the 'from/to' dates should cover a 6 year period.

The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..
All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -

My driving licence has my current living address, but my car is registered still at my parents house I think. I have not moved since I received this PCN in August 2018. Never got round to updating it (poor excuse I know!).
I have received all the NTK letters etc, and dcbl letters to my parents house so I assumed that any bw legal stuff would also go there no problem? They have not received any new letters from dcbl, BW Legal etc.
I've only had the car and been driving since end of 2016.
I will email DVLA for the subject access request and let you all know the result.
A side note. The NTK I have received as the keeper has issues. The postcode on it does not match the alleged location of 'incident', and the NTC reference number for my PCN has never worked. Out of curiosity I called NTCs payment line (never intended to pay), put in the reference number and it was not recognised. Weird.0 -
You must also inform the DVLA of your current address for your car or face a £1000 fine0

The current address of my car is a tricky one because I can't keep it at my address because in the city centre where I live there is no parking. I don't really know what to put for the current address of my car. Also one of the reasons why I haven't updated it.0

The V5 should show the address where the vehicle is normally kept. It should also be the address for service where the vehicle keeper can be contacted in writing.

Are you now saying you have previously received a NTK but did nothing about it? This makes the email, and hence your first post, mostly irrelevant.
It means you are most likely now at debt collector stage and should expect to get a LBC any time soon.

your first post, (is) mostly irrelevant.
The DVLA are not interested in where you garage the car, but they require your address.
You need to be precise and open in matters such as this as it could get to court.You never know how far you can go until you go too far.0
