Please help - county court notice from vehicle control services

Hi,
I have read the newbies posts and all defenses are quite specific and some did not relate to my situation.
I lived in a block of flats where around the side if the building where there was access to the permitted underground car park there were large curbs whice were not controlled and everyone used to park on them and one day they decided to put up signs on the walls to restrict parking in that area.
I recieved a windscreen notice and now two letters first one was NTK from PCN and the second was from DRP of intended court action. Now I have recieved what i believe is a legitmate county court claim of which i need to respond to by Mon 28th Jan 2019.
My defence is weak - it was not malicious and after months of living there I parked when the new sign was up and overran in the morning before I moved my car within the timeframe and can they prevent people from parking on a curb next to bushes? Not a pedestrian path.
Any advice would be good. I now live in london and this was in manchester i dont want to risk going to court and paying ~£50-60 to travel up there anyway.

You haven't read enough defence threads, if you didn't yet read that you get to choose YOUR local court. Much easier than you think, and you can use bargepole's defence and edit and adapt it to suit.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Looks like you may have received a Claim Form.
If so, what is the Issue Date on that Claim Form?
Did it come from the County Court Business Centre in Northampton, or from somewhere else?
Any court case, should it come to that, will be at your local court.0 -
Thank you, that has given me the confidence to write a defence and be confident I should be paying up.
I am hoping to draft and hopefully post again for comments.
But do you know if there is a legal definition for a car park in the UK?
The PoC states the location as a car park however, the car was not parked in a car park in was on a roadside kerb. Thoughts?

There is no definition.
Part of your defence would be that any signs were so sparse/set back on walls of buildings/unlit (or whatever was true) that the roadway in question looks like public highway with no line markings or restrictions, and indeed the area has never been restricted in the past.PRIVATE 'PCN'? Ive just reread your comment properly because i was issued yesterday with a notice of revovery of a CCJ from vehicle control services. I had said i wanted to defend this claim and would have my defense ready by the 11th feb.
So something seemed strange and after googling them apparently they are fraudulent?
Any advice on what to do next do I ignore? Should I write to a court to protect myself and my property?
