I received a notice to keeper today - dated 17/1/19
The PCN was issued on 11/12/18. I have not any correspondence with the company until receiving this letter.
The letter is from PCS on behalf of WY Parking Endorcement LTD.
I am liable to pay this as there is over 14 days between the PCN and notice to keeper?
Any help will be great fully received.

Appeal using the blue template from the NEWBIES.
Appeal to PoPLA and win on no keeper liability.
Just make sure the driver's identity is never revealed.I married my cousin. I had to...I don't have a sister.

You should have a good read of the NEWBIES post at the top for advice on how to deal with your next steps.
Sounds like you're off to appeal (you are very unlikely to win the internal appeal), then to POPLA.
Remember: no phone calls, no admission of driver.

Hi all
I'm in the same boat as the OP. My template appeal has been ignored rather than rejected; "The charge can only be appealed by the driver of the vehicle at the time the charge was issued".
As I understand it, PCS are IPC. Which (if I have read correctly) has no connection to PoPLA...? Advise seems to be; avoid appealing to IPC and simply wait for a court summons. Is this correct?

I understand that but if they have obtained the keepers name and address through DVLA and issued a NTK, then surely the keepers appeal is now with them? Or should the first appeal be made to the windscreen ticket firm? In my case County Parking Enforcement (IPC) and the OP's; WY Parking Enforcement (BPA)0
