PCN from UKPC -Help pls

Driver had to attend hospital in December 2018 and there was no PCN on vehicle windscreen when driver returned to vehicle
Owner has just relieved a NTK with picture of car from UKPC
Had a look at UKPC website and other pics of vehicle parked up

As driver did not get original PCN, is the Owner liable for the charge?

I have looked through the other similar posts but did not find answer

    Same as all UKPC PCNs. Use the template from the NEWBIES thread.

    What date was the parking event and what date is on the NTK?

    That question doesn't change the basic advice to use the template, so there is no need to ask for a next step at this stage. Oh yes, and of course complain to PALS!!

    The owner isn't liable and the PPC have no idea who that is.

    The keeper might be liable.

    Follow the advice in the NEWBIES. Complain to PALS, send the appeal template from the keeper, complain to your MP, get pics of the signs and site rady for PoPLA.

    Sounds like there was a windscreen PCN, which you will know from looking on UKPC's website photos.

    A ghost ticket. One that was on the windscreen when the scammer photographed it but somehow became miraculously unstuck when the motorist returned.

    There are pics on the UKPC website showing a PCN attached to the windscreen, but as stated above, there was nothing on the screen when the driver returned to the vehicle

    The whole industry is a scam, relying on threats of court, and public ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.

    Hopefully that will take place in the near future. The Bill has passed through the HOC without hitch, and goes to the Lords soon. In the meantime involve your MP, the poor dears are buckling under the weight of complaints about these scammers.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.

    Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Third Reading in late November, and, with a fair wind, will become Law next year.

    All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.
    You never know how far you can go until you go too far.
