Do I need to buy a license if I dont terrestrial TV?

I find it confusing when I want to watch a live stream and have no idea whether or not it is being broadcast concurrently on one of many hundreds of TV channels.
The reality of it is that at least for the moment, only the biggest broadcasters have the financial muscle to even consider live streaming of broadcast channels.
That means Sky and ITV, basically(*). Of those, AFAIK, only Sky News has a live stream on Youtube.
(*) No BBC streaming without a Licence, at all.0 -

Youtube has all sorts of official or unofficial live streams by different users and so it is not always clear whether or not what is being streamed mirrors a TV broadcast.0 -

I've seen a few Youtube videos where TV Licensing have showed up and the occupier won't answer questions and don't let them into the property. Then on another occasion TV Licensing show up but this time they have a warrant and the police but the occupier still won't answer questions and won't let them into the property. I found it interesting that the police were powerless to do anything because it was not an offence to obstruct the execution of a warrant.0

It seems to me that there are a variety of good reasons not to speak with them or allow them access, which I mentioned a few posts ago.Then on another occasion TV Licensing show up but this time they have a warrant and the police but the occupier still won't answer questions and won't let them into the property. I found it interesting that the police were powerless to do anything because it was not an offence to obstruct the execution of a warrant.
This is not correct. Obstructing a warrant issued to the BBC or their agents is an offence under S.366 Communications Act.
If TV Licensing have a Warrant, then that empowers them to enter premises and search for TV receiving equipment, and then to examine and test any they find. The law even compels a householder to give "reasonable assistance" in examining and testing equipment (though not in the search itself).
Even after a Warrant execution, you still do not have to answer questions under caution, and your rights to Silence and to legal advice still apply.
Having said all of that, the numbers are tiny. There are around 100 TVL Warrants for the entirety of England & Wales over a whole year, and a small proportion of those (maybe single figures) will result in an Obstruction offence.
The law requires that there should be reasonable suspicion of an offence before a Warrant is issued, and whilst some cases suggest problems with that process, it is still the case that a household that is acting lawfully shouldn't overly concern themselves about the possibility of a Warrant.0 -

If by non live TV you mean BBC iplayer then you would still need a licence.
Otherwise no licence required.
