Letter of claim to old address- v5 updated

Any advice gratefully received- have read previous advice - cannot find anything similar!
Parking charge issued November 16
Disputed and sent copy of ticket which had blown off windscreen
Appeal refused
Did not bother with further appeal - sent letter below:
Thank you for your recent email. I was not surprised that you did not allow my appeal as I have researched Premier Parking Solutions and note that you do not allow appeals on principle, preferring to pass them on to the 'IAS'
As the IAS seems to be a kangaroo court, who do not look at a situation from both points of view, preferring to automatically side with the parking operator. I have decided not to waste your time (and mine) appealing to them. The IAS is not acceptable to me. I require access to an independent adjudicator that complies substantially with The Alternative Dispute Resolution for Consumer Disputes (Competent Authorities and Information) Regulations 2015 such as POPLA or The Ombudsman Service.
I wish to reiterate:
I was NOT the driver of the vehicle at the time the ticket was purchased.
The ticket was bought and put on display. The ticket was not fit for purpose as it must have blown off the dashboard (it had no sticky side) after the door was shut.
The ticket was paid for, a copy of it was sent to you.
Should you wish to proceed with this matter I would be very happy to see you in court. I am sure that the court would take into account that I have tried to mitigate any cost to yourselves, on unnecessary adjudication or court action. Please do not bombard me with letters from debt collectors etc. I will not pay this unnecessary fine unless directed to by a court.

Following this I heard nothing for 2 years. Moved house in June 2017, changed V5 and licence, then received a ‘Letter of claim’ from bwlegal asking for £160 dated January 2019 (Original charge following appeal was £60)
As I had updated my info with the authorities when I moved should PPS be expected to check? Especially as 2 years had passed?
I don’t really want to give them my new info, they can obtain from DVLA but wondering if I need to respond?
Am happy to see them in court but don’t want to do anything to affect my case adversely.

The scammers can only obtain keeper details once. Alas they are not obliged to check again afterwards. Mrs May said last year she was going to change this. We are still waiting.
You need to reply using the guide to court written by bargepole from post 2 of the NEWBIES.
Instruct the scammers DPO via a rectification notice of the keeper's new address.

It is the will of Parliament that these scammers, (very often former clampers), be put out of business.
Hopefully that will take place in the near future. The Bill has passed through the HOC without hitch, and goes to the Lords soon. In the meantime involve your MP, the poor dears are buckling under the weight of complaints about these scammers.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Third Reading in late November, and, with a fair wind, will become Law next year.
All three readings are available to watch on the internet, (some 6-7 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -
Thank you. I have kept copies of all correspondence and the ticket which was paid for. I still can’t believe they will waste their/mine and more importantly court time on this, when a ticket was purchased.

You don't want to be like me and find a surprise CCJ which I am now in the process of trying to get set aside.
